Growing up in Peterborough, Ontario, Frewer did his graduation from Lakefield College School.
Following his graduation, he joined the Bristol Old Vic Theatre School to train as an actor, finally earning a graduate degree in 1980.
Likewise, he also has a brother who is also a Canadian Navy like his father.
