Joe Mantegna was born on 13th November 1947, in Chicago, Illinois. He is the son of Mary Ann (Novelli), a shipping clerk and Joseph Henry Mantegna, an insurance salesman.

He attended J. Sterling Morton High School East in Cicero, Illinois. He later got enrolled at the Goodman School of Drama at the Art Institute of Chicago (now at DePaul University) and obtained a Bachelor of Fine Arts in acting.
